The project reimagines the historic City Hall by transforming it from a closed, fortress-like building into an open and democratic civic spaces. The historic façade is preserved, the interior becomes a public atrium, and four new wings invite access from all corners. Windows from the original and surrounding buildings are connected to generate hybrid openings and tubular structures. This method responds to the urban context, offering a contemporary form rooted in its surroundings. Visual connections allow people to see through the building, reinforcing transparency in governance and design.
